HB 2767, AN ACT concerning veterans and military; relating to commissions; establishing the Kansas military affairs commission; prescribing the powers and duties thereof, by Committee on Federal and State Affairs.

HB 2768, AN ACT concerning the residential landlord and tenant act; requiring landlords to accept multiple payment amounts as long as rent is paid on time and in full and to consider certain income of a tenant or prospective tenant when demonstrating income as a condition of qualifying for housing; providing penalties for violations of such requirements, by Committee on Federal and State Affairs.

HB 2769, AN ACT concerning property taxation; relating to budgets and expenditures for public services established by governing bodies of subordinate service taxing areas; requiring members appointed to governing bodies be residents of such taxing area, by Committee on Taxation.

HB 2770, AN ACT concerning the health care stabilization fund; relating to investments; permitting the director of investments of the health care stabilization fund to invest funds as authorized for insurance companies; amending K.S.A. 40-3406 and repealing the existing section, by Committee on Appropriations.

HB 2771, AN ACT concerning enforcement of United States immigration and enforcement detainers by a county sheriff operating a county jail; requiring municipal insurance pools to provide coverage of law enforcement agencies enforcing federal law; requiring the state to pay certain judgements in federal civil action and provide legal representation by the attorney general; updating the interlocal cooperation act; amending K.S.A. 12-2904 and repealing the existing section, by Committee on Federal and State Affairs.

HB 2772, AN ACT concerning consumer protection; enacting the Kansas age- appropriate design code act; requiring businesses to assess and mitigate risks of compulsive use of digital products in minors; mandating privacy settings for minors to be set at the highest level by default; detailing the right of each consumer to access and control such consumer’s own personal data; authorizing the attorney general to enforce compliance and adopt necessary rules and regulations; creating a private right of action for violations; enacting the Kansas stopping digital likeness abuse by nonconsensual digital replicas act; creating a private right of action for the unauthorized digital replication and distribution of individuals’ digital likenesses; enacting the Kansas saving human connection act; prohibiting deceptive practices and ensuring transparency in chatbot interactions; imposing liability on chatbot providers for injuries caused by such providers’ products; creating a private right of action for violations; granting the attorney general authority to enforce compliance of this act and adopt necessary rules and regulations, by Committee on Federal and State Affairs.

HB 2773, AN ACT concerning taxation; relating to income tax; providing for the apportionment of business income for manufacturers of alcoholic liquor depending on whether the taxpayer is a qualifying Kansas investor or a general manufacturer; amending K.S.A. 2025 Supp. 79-3279 and repealing the existing section, by Committee on Taxation.

HB 2774, AN ACT concerning crimes, punishment and criminal procedure; relating to crimes against persons; increasing the criminal penalties for assault or battery committed against a public-facing worker while such worker is engaged in the performance of such worker’s assigned duties; amending K.S.A. 21-5412 and K.S.A. 2025 Supp. 21-5413 and repealing the existing sections, by Committee on Appropriations.

HB 2775, AN ACT concerning taxation; relating to severance tax; providing for a three-year exemption from severance tax for oil and gas wells; amending K.S.A. 79-4217 and repealing the existing section, by Committee on Taxation.

HB 2776, AN ACT concerning sales taxation; relating to exemptions; providing an exemption for nonprofit organizations serving students of United States military academies, alumni of such academies and families of students and alumni of such academies; amending K.S.A. 2025 Supp. 79-3606 and repealing the existing section, by Committee on Taxation.

HB 2777, AN ACT concerning sales taxation; relating to exemptions; providing an exemption for purchases made by sevendays inc. and all sales of entry or participation fees, charges or tickets by sevendays inc. for fundraising events; amending K.S.A. 2025 Supp. 79-3606 and repealing the existing section, by Committee on Taxation.

HB 2778, AN ACT concerning crimes, punishment and criminal procedure; relating to firearms; removing the current exception to the criminal use of weapons statute that allows any individual over the age of 21 or with a provisional license to possess a concealed handgun in or on school property or grounds or at any regularly scheduled school-sponsored activity or event if not otherwise prohibited under either federal or state law; amending K.S.A. 21-6301 and repealing the existing section, by Committee on Federal and State Affairs.

House Resolutions

HR 6029, A RESOLUTION recognizing February 6, 2026, as Ronald Reagan Day, by Representative A. Smith.

SB 506, AN ACT concerning crimes, punishment and criminal procedure; relating to crimes against the public safety; increasing the criminal penalty for criminal use of weapons on a second or subsequent adjudication; modifying the penalties for criminal possession of a weapon by a convicted felon and the length of the ban on possessing a weapon; amending K.S.A. 21-6301 and 21-6304 and repealing the existing sections, by Committee on Federal and State Affairs.
