Request for Proposals

After more than a decade of providing access and support for the arts in South Central Kansas, the Vernon Filley Art Museum Board of Directors and Benefactors believe that the next decade of operation will require facility upgrades, renovation, or expansion in order to continue meeting the museum’s mission.

The primary goal of seeking proposals is to identify a qualified architecture firm to conduct thorough facility assessments and assist in development of a comprehensive master plan.

Interested parties will be asked to make a presentation to the 19-member Facility Task Force in December 2025. Based on the number of responses a schedule will be determined for each presentation. The Facility Task Force will select two firms for recommendation to the Filley Board of Directors. The Board will coordinate times to meet with firms recommended by the Facility Task Force and final selection will be made by the board in December 2025.

Scope of Work

  • Facilitate the work of the Facilities Task Force by:
  • Gathering on-site facility conditions data.
  • Evaluating the physical condition of buildings, systems, and components.
  • Assessing the viability of different options for future facilities.
  • Identifying opportunities for energy efficiency and sustainability improvements.
  • Developing a phased facility plan to address the need for a phased project allowing the current site to continue providing service during all phases of construction.
  • Providing detailed cost estimates for repairs, renovations, or new construction.
  • Developing concept plans for suggested facility improvements.
  • Preparing necessary construction and approval documents.

Proposals are to Include (in the following order)

  • Cover letter providing a brief introduction to the firm and a summary of its qualifications.
  • Resumes and qualifications of all key personnel assigned to the project.
  • Identify other projects where your firm has assisted with project development, budget preparation, concept plans, and construction documents.
  • Identify any special qualifications or experience in planning and/or construction of similar facilities.
  • A description of how the firm plans to approach the project, including methodologies and timeline.
  • Identify a contingent fee for preliminary work and the basis for determining total cost for a design and build option.
  • Contact information for no less than three (3) references from previous clients.

Please submit five (5) complete written copies and one (1) electronic PDF copy of the proposal on or before 5:00 p.m. November 10, 2025.

Tentative Timeline

September 30, 2025 – Task Force initial meeting to establish scope of work and issue Request for Proposals for architecture firm services.

  • October 2025 – Issue/receive Request for Proposals.
  • November 10, 2025 – Request for Proposals due.
  • November 11, 2025 – Task Force meeting to determine architecture firm interview dates.
  • December 1-5, 2025 – Initial architecture firm interviews conducted by Task Force and determination of two finalists for board interview.
  • December 16, 2025 – Board interviews and selection from two finalist architecture firms.
  • January 2026 – Following approval of contractual agreement, Task Force begins meetings with architecture firm selected for facilitation.
  • Before September 15, 2026 – Facility Task Force final recommendations to Filley Board of Directors.

The Vernon Filley Art Museum Board of Directors and the appointed Facility Task Force reserve the right to reject any and all responses to this request and reserves the right to waive any technicalities, irregularities, or informalities in a response or in the proposed project. The Filley Art Museum Board of Directors and their designated representatives also reserve the right, in their discretion, to change, amend or otherwise modify this request for proposals, the timetable and other processes, as it deems necessary and beneficial.
