Notice of Commencement of Negotiations for Construction Manager At-Risk Services

Notice is hereby given for the seeking of interest and qualifications for Construction Management At-Risk (CMAR) services for the Landscape Zone U – ArcD Addition and Remodeling, Phase 1 for the School of Architecture KUbe, University of Kansas (KU), Lawrence, Kansas. The construction budget is $50,000,000.

The university is seeking comprehensive design proposals for a building project that presents a rare opportunity to advance the school into a vibrant and ambitious future. This initiative aims to establish a sustainable complex featuring a new iconic mass timber building that is filled with natural light designed to foster collaboration and unite KU Architecture and Design programs while promoting creativity and interdisciplinary interactions on the greater campus. Furthermore, the project will streamline the school’s existing programs into fewer buildings with enhanced facilities and create additional spaces to attract exceptional students and faculty from all over the world, accommodate innovative and emerging academic programs, and support the expansion and enhancement of its current highly accomplished offerings. The design and construction phases will be guided by the recently completed concept design of the school, which includes the envisioned building linked to Marvin Hall and Chalmers Hall (Phase 1), as well as renovations to segments of historic Marvin Hall and the Marvin Bridge (Phase 2) and the adaptive reuse of Chalmers Hall (Phase 3). This project represents a significant transformation for the School of Architecture & Design, and we seek a highly acclaimed design team to oversee all phases, ensuring cohesive design throughout.

The construction manager at-risk will provide cost estimating, scheduling, constructability reviews, and value engineering studies for each phase; procure equipment, prequalify subcontractors, and take bids; review bids with the design team and owner to determine bids to accept; prepare cost estimate(s) for the un-bid portion(s); provide a guaranteed maximum price and a bond; and manage construction and track all costs for the design team and owner’s review.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051, 052, 053 and 054, inclusive, and information regarding similar projects. Forms may be found at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/forms-and-documents. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each SOQ (statement of qualification) submittal. Please include your firm name, agency abbreviation and an abbreviated project name in the title of the PDF document. Submittals of SOQ forms should be less than 5Mb and follow the current State Building Advisory Commission guidelines for Phase I of the Construction Management at Risk process, which can be found in Part B – Chapter 7 of the Building Design and Construction Manual at https://admin.ks.gov/offices/facilities-property-management/design-construction--compliance/building-design-and-construction-manual-bdcm.

Proposals received after the date and time noted below will not be forwarded to the State Building Advisory Commission for review. Proposals shall be emailed to professional.qualifications@ks.gov to the attention of the State Building Advisory Commission by 2:00 p.m. on or before August 8, 2025.
