Article 4.—INSTANT GAMES AND DRAWINGS

111-4-3774. “Bobbin’ for Cash” instant ticket lottery game number 388. (a) The Kansas lottery may conduct an instant winner lottery game entitled “Bobbin’ for Cash.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3774.

(b) The “play and prize symbols” and “captions” for this game are as follows:

(c) For this game, a play/prize symbol shall appear in eight play spots within the play area or areas.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 299.

(e) The price of instant tickets sold by a retailer for this game shall be $1.00 each.

(f) “Bobbin’ for Cash” is a symbol match game with an instant win and a bonus area. The player will scratch the play area to reveal six play symbols, a prize box and a bonus box. If the player reveals three fish symbols, the player wins the prize amount shown in the prize box. If the player wins and reveals a symbol of a boat in the bonus box, the player wins double the prize amount in the prize box.

(g) Each ticket in this game may win 1 time.

(h) Approximately 1,800,000 tickets shall be ordered initially for this instant game. Additional ticket orders shall have the same prize structure, the same number of prizes per prize pool of 180,000 tickets, and the same odds as were contained in the initial ticket order.

Article 9.—PULL-TAB GAMES

111-9-234. “Winner Winner Chicken Dinner” pull tab ticket lottery game number 396. (a) The Kansas lottery may conduct a pull tab lottery game entitled “Winner Winner Chicken Dinner.” The rules for this game are contained in K.A.R. 111-8-1 et seq. and K.A.R. 111-9-234.

(b) The play symbols for this game are as follows:

(c) For this game, three play symbols shall appear under each of four tabs on the back of each ticket. On the front of each ticket shall appear a legend of all winning combinations using the play symbols for this game along with the corresponding prize amount for each combination, as follows: three symbols of an egg equal $1.00; three symbols of a tractor equal $5.00; three symbols of a bucket equal $10.00; three symbols of a barn equal $25.00; three symbols of a roasted chicken equal $100.00; three symbols of a chicken head equal $1,000.00.

(d) The ticket numbers in each pack in this game shall start with 000 and end with 299.

(e) The price of pull tab tickets sold by a retailer for this game shall be $1.00 each.

(f) All tabs on the back of each ticket are to be pulled open. For each combination of three play symbols matching the legend on the front of the ticket, the player wins the prize amount corresponding to each combination as shown in subsection (c) above. All winning combinations shall be within a single window in a horizontal line.

(g) Each ticket in the game may win up to four times.

(h) Approximately 1,800,000 tickets shall be ordered initially for this pull tab game. Additional ticket orders shall have the same prize structure, the same number of prizes per pool of 300,000 tickets, and the same odds as were contained in the initial ticket order.

(i) The expected number and value of prizes in this game shall be as follows: (See corresponding play symbol values in subsection (c) above.)

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-174. NASCAR Powerball Playoff. (a) The Kansas lottery may conduct a drawing entitled “NASCAR Powerball Playoff” awarding prizes to the 20 players selected as winners. Entries into the drawing will be accepted beginning at 12:01 a.m. on April 29, 2024, and ending at 11:59 p.m. on June 30, 2024. The drawing will be conducted sometime after entry into the drawing has closed but before noon on July 5, 2024, after which time the winners will be announced.

(b) The specific ticket eligible for entry into this drawing shall be winning or non-winning Kansas Lottery Powerball and Kansas Lottery Powerball with Power Play tickets purchased between 4:00 a.m. on April 28, 2024, and 2:59 a.m. on June 30, 2024.

(c) Only registered PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn. The player may enter the required data from the entry ticket manually for entry into the drawing. If the player does not enter the ticket data manually, the player may scan, if available, the ticket to enter data to be used for entry into the drawing using a mobile device and a downloaded Kansas Lottery PlayOn app. After the ticket data is successfully entered either manually or scanned using an app, for each dollar spent on a Kansas Lottery Powerball ticket with or without the Power Play option, the player shall receive one entry.

(d) There is no limit on the number of tickets a player may enter into the drawing, but a player shall not win more than once.

(e) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.

(f) One drawing will be conducted by the Kansas lottery. The first 20 players selected will each receive $1,000 cash and have their name submitted as a semi-finalist to the Multi-State Lottery Association for a chance to be one of four finalists who win a VIP trip to the NASCAR Cup Series Championship Weekend at Phoenix Raceway, and other amenities as proposed by the Multi-State Lottery Association and approved by the Kansas lottery. One of the four finalists will win $1 million in a drawing broadcast live from the NASCAR Cup Series Championship Race event on November 10, 2024.

(g) The procedures set forth in K.A.R. 111-18-5 for contacting the winners and the claiming of the prize shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.

(h) In the event the prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(j) By entering the drawing, entrant agrees to PlayOn terms and conditions.

(k) State and federal mandatory income withholding taxes shall be paid by the winners.

(l) All winners and guests shall release the Kansas Lottery from any liability for injuries sustained while redeeming any portion of the prize. All trip prize winners and guests shall follow all rules of any venue selected as part of the trip prize, and failure to abide by any such rules may subject the winner and/or their guest to expulsion and forfeiture of any remaining portion of the prize.

(m) Rules applicable to this promotion are contained in K.A.R. 111-19-174 and K.A.R. 111-18-1 et seq. (Authorized by K.S.A. 2023 Supp. 74-8710; implementing K.S.A. 2023 Supp. 74-8710 and K.S.A. 74-8720; effective, T-111-3-25-24, March 13, 2024.)

111-19-175. A Lifetime of Hunting & Fishing in Kansas. (a) The Kansas lottery may conduct a drawing entitled “A Lifetime of Hunting & Fishing in Kansas” awarding a total of 10 prizes. Entries into the drawing will be accepted beginning at 12:01 a.m. on May 6, 2024, and ending at 11:59 p.m. on August 4, 2024. The drawing will be conducted sometime after entry into the drawing has closed but before noon on August 8, 2024, after which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 277 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as his or her points allow, but may only win one prize package in this promotion.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed.

(e) In the drawing, the ten winners drawn will each receive: One State of Kansas resident lifetime hunting and fishing combination license, as offered by the Kansas Department of Wildlife and Parks; $300 cash; and state and federal mandatory income withholding taxes paid by the Kansas Lottery. Each prize is valued at approximately $1,778.16.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.

(g) Once a completed claim form is received by the Lottery, the Kansas Lottery will mail the winner a Kansas resident lifetime hunting and fishing combination license application, which must be completed by the winner and received by the Kansas Department of Wildlife and Parks within 30 days of the date the application is mailed to the winner. If the application is not received within 30 days, or if Kansas Department of Wildlife and Parks determines the winner is not eligible under state law to receive the license and, therefore, does not grant the winner a license, the license portion of the prize will be forfeited. Each player who chooses to enter the drawing is responsible for determining if the player is eligible to hold a Kansas resident lifetime hunting and fishing combination license.

(h) Prizes are not exchangeable for cash. The Kansas Lottery retains the right to substitute an alternate prize of approximate equal value.

(i) By entering the promotion, entrant agrees to PlayOn terms and conditions.

(j) Rules applicable to this promotion are contained in K.A.R. 111-19-175 and K.A.R. 111-18-1 et seq. (Authorized by K.S.A. 2023 Supp. 74-8710; implementing K.S.A. 2023 Supp. 74-8710 and K.S.A. 74-8720; effective, T-111-3-25-24, March 13, 2024.)

111-19-176. K-State Football Gameday Experience drawing. (a) The Kansas lottery may conduct a drawing entitled “K-State Football Gameday Experience” in which 33 Kansas lottery players will win Kansas State University football tickets as described in paragraph (e). The Kansas lottery will accept entries into the drawing beginning at 12:01 a.m. on June 3, 2024, and ending at 11:59 p.m. on July 14, 2024. The drawing will be conducted sometime after entry into the drawing has closed but before noon on July 18, 2024, at which time the winners will be announced.

(b) Only registered Kansas lottery PlayOn members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted that are submitted by any method other than through PlayOn.

(c) A total of 380 player loyalty club points are required for a PlayOn member to enter once in the drawing. A player may enter the drawing as many times as the player’s points allow but may only win once in this drawing.

(d) The procedures set forth in K.A.R. 111-18-5 for selecting winners and alternate winners shall be followed, except in this promotion 10 alternates will be drawn.

(e) The prize packages shall consist of the following:

(1) The Kansas lottery shall award the first three winners drawn season tickets for four people and a parking pass for the 2024 Kansas State University Football season, with each prize package valued at approximately $2,802.82; and

(2) The next 30 winners drawn will receive 2024 Kansas State University Football game suite level tickets for two people at a regular season home game with a date to be determined by the Kansas lottery. All 30 winners shall also receive a parking pass for that game and food and non-alcoholic beverages in the suite. Each prize package is valued at approximately $2,485.92.

(f) The procedures set forth in K.A.R. 111-18-5 for contacting winners and the claiming of prizes shall be followed. The Kansas lottery is not responsible for electronic malfunction or player error.

(g) All winners and guests shall release the Kansas lottery from any liability for injuries sustained while redeeming any portion of the prize. Winners shall comply with the terms and conditions associated with each portion of any prize, including all venue policies, and shall follow the directions of lottery staff and event security.

(h) In the event any prize awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(i) The Kansas lottery retains the right to substitute an alternate prize of approximate equal value.

(j) By entering the drawings, entrant agrees to PlayOn terms and conditions.

(k) State and federal withholding taxes will be paid by the Kansas lottery when applicable.

(l) Winners must provide an address suitable for shipping as needed for prize delivery.
