Notice of Commencement of Negotiations for Construction Manager At-Risk Services

Pursuant to K.S.A. 76-7,125 et seq., notice is hereby given for the seeking of interest and qualifications for Construction Management At-Risk (CMAR) services for the Wichita State University (WSU) Wilkins Stadium Expansion Project – Phase 1. The Wilkins Stadium Phase 1 expansion project is part of a larger master plan for the existing 5,500 square foot softball stadium that was built in 1998. Phase 1 will be split into two phases to maintain access to the existing outdoor batting cages during construction. Phase 1A of construction is a new indoor practice facility (approximately 14,400 general square feet) located on the west side of the stadium adjacent to the Heskett Center. The indoor practice facility includes a full infield, nets to divide the field into batting cages, and a storage area. Phase 1B is a team facility (approximately 12,000 general square feet) that will be built immediately south and contiguous to the indoor practice facility. The team facility will include a new locker room, coach’s locker room, classroom, team room, athletic training room, staff offices, break room, work room, and team laundry room.

Construction costs are estimated at $7.4 million.

The construction manager at-risk will provide for each phase: cost estimating, scheduling, constructability reviews, and value engineering studies; procure equipment, prequalify subcontractors, and take bids; review bids with the design team and owner to determine bids to accept; prepare cost estimate(s) for the un-bid portion(s); provide a guaranteed maximum price and a bond; and manage construction and track all costs for the design team and owner’s review.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051, 052, 053 and 054, and information regarding similar projects. Forms may be found at https://admin.ks.gov/offices/ofpm/dcc/f-and-d. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each SOQ (statement of qualification) submittal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Submittals should be less than 10Mb and follow the current State Building Advisory Commission guidelines for Phase I of the Construction Management at Risk process, which can be found in Part B – Chapter 7 of the Building Design and Construction Manual at https://admin.ks.gov/offices/ofpm/dcc/bdcm. Paper copies and flash drives containing copies of the submittals are not required.

Submittals should be sent to purchasing.office@wichita.edu. Submittals received after the date and time noted below will not be forwarded to the Procurement Committee for review. The PDF submissions shall be delivered to the attention of WSU Purchasing by 2:00 p.m. on or before March 29, 2024. Please include “Wilkins Stadium CMAR RFQ Response” in the subject title.
