Notice of Commencement of Negotiations for Construction Manager At-Risk Services

Pursuant to K.S.A. 76-7,125 et seq., notice is hereby given for the seeking of interest and qualifications for Construction Management At-Risk (CMAR) services for the Wichita State University (WSU) University Stadium Project – Phase 1A/1B. The University Stadium project is a replacement for Cessna Stadium. Phasing has been developed around maintaining the spectator seating and other infrastructure required for the Wichita State Track and Field teams as well as the annual Kansas State High School Activities Association (KSHSAA) Track and Field Championship. Demolition of the east stands of Cessna Stadium has been completed outside the scope of this project as a separate small capital project. Phase 1A includes improvements on the east side of the existing track (a seating area, new free-standing field lights, ticket pavilion, restroom/storage buildings, and plaza). Phase 1B widens the existing grass field to accommodate a regulation-sized soccer field and reconfigures the 8-lane track around the widened field. This phase also includes new aluminum bleacher seating at the north and south side of the track. Future phases, 2A and 2B, will be conducted under a separate contract.

Construction costs are estimated at $9.6 million.

To be considered, one (1) PDF file of the following should be provided: State of Kansas Professional Qualifications DCC Forms 051, 052, 053 and 054, and information regarding similar projects. Forms may be found at https://admin.ks.gov/offices/ofpm/dcc/f-and-d. State of Kansas Professional Qualifications DCC Form 050 for each firm and consultant should be provided at the end of each SOQ (statement of qualification) submittal. Please include your firm name, agency abbreviation, and an abbreviated project name in the title of the PDF document. Submittals should be less than 10Mb and follow the current State Building Advisory Commission guidelines for Phase I of the Construction Management at Risk process, which can be found in Part B – Chapter 7 of the Building Design and Construction Manual at https://admin.ks.gov/offices/ofpm/dcc/bdcm. Paper copies and flash drives containing copies of the submittals are not required.

Submittals should be sent to purchasing.office@wichita.edu. Submittals received after the date and time noted below will not be forwarded to the Procurement Committee for review. If you have questions concerning the submittals, please contact Chad Bristow at 785-430-4245 or cbristow@ksbor.org. The PDF submissions shall be delivered to the attention of WSU Purchasing by 2:00 p.m. on or before February 26, 2024. Please include “University Stadium CMAR RFQ Response” in the subject title.
