Notice of Hearing on Proposed Administrative Regulations

A public hearing will be conducted by the Department of Revenue’s Division of Property Valuation at 9:00 a.m. Friday, March 22, 2024, in the Flint Hills Room, Zibell Building, 300 SW 29th St., Topeka, KS 66611, regarding proposed amendments to administrative regulations K.A.R. 93-6-2, 93-6-3, and 93-6-5. These regulations concern the required training curriculum for Register Mass Appraiser (“RMA”) designation. RMA designation is one way for an individual to meet the professional requirements to be appointed as a Kansas county appraiser.

These changes are the result of 2021 Senate Substitute for House Bill 2104 and 2023 House Bill 2002, which modified the statutory requirements related to the Registered Mass Appraiser (“RMA”) designation and incorporated the Kansas Real Estate Appraisal Board (“KREAB”) into the process for RMA curriculum development, specific to real property valuation using standard approaches. Under the proposed amendments, there are no changes to the hours required to complete initial RMA training nor the hours required for recertification.

The Department of Revenue does not anticipate any significant economic or environmental impact on local governmental agencies or units or the general public because of these regulations. This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written comments from the public on the proposed regulations. All interested parties may submit written public comments prior to the hearing to Taylor Murray, Office of Policy and Research, Mills Building, 109 SW 9th St., Topeka, KS 66601-3506 or via email at taylor.murray@ks.gov. Additionally, interested parties wanting to participate remotely may contact Taylor Murray at taylor.murray@ks.gov to obtain remote access information.

All interested parties will be given a reasonable opportunity to present their views, either orally or in writing or both, concerning the proposed regulations. In order to give all parties an opportunity to present their views, it may be necessary to request that each participant limit any oral presentation to five minutes.
