Notice of Proposed Amendment to Kansas Air Quality Construction Permit and Initial Class II Operating Permit

Notice is hereby given that the Kansas Department of Health and Environment (KDHE) is soliciting comments regarding the amendment of a previously issued air quality construction permit and an Initial Class II Operating Permit. CAMSO Manufacturing USA, Ltd., 1601 E. South Ave., Emporia, KS 66801, owns and operates the stationary source located at 1601 E. South Ave., Emporia, KS 66801 (1st location) and at 1730 E. Logan Ave., Emporia, Lyon County, KS 66801 (2nd Location). Certain requirements were found to no longer be appropriate in the construction permit dated December 14, 2006. These requirements are being modified. CAMSO Manufacturing USA, Ltd. has applied for a class II operating permit in accordance with the provisions of K.A.R. 28-19-540. Emissions of volatile organic compounds (VOC), particulate matter (PM), particulate matter with less than or equal to 10 microns in aerodynamic diameter (PM10), particulate matter with less than or equal to 2.5 microns in aerodynamic diameter (PM2.5), carbon monoxide (CO), oxides of nitrogen (NOx), oxides of sulfur (SOx), and hazardous air pollutants (HAPs) were evaluated during the permit review process. The purpose of a Class II permit is to limit the potential-to-emit for VOC, any individual HAP, and any combination of HAPs to below major source thresholds.

A copy of the construction permit modification and the initial class II operating permit is available for public inspection, from the date of publication, during normal business hours, at the KDHE, Bureau of Air (BOA), 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, and at the Southeast District Office, 308 W. 14th St., Chanute, KS 66720. To obtain or review the modification, contact Dr. Josephine Boac at the central office of KDHE at 785-296-6281, and to review the proposed permit only, contact Ryan Jack at the Southeast District Office at 620-860-7235. The standard departmental cost will be assessed for any copies requested.

Please direct written comments or questions regarding the proposed modification and initial class II operating permit to Dr. Josephine Boac, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366. In order to be considered in formulating a final permit decision, written comments must be received no later than the 12:00 p.m. Monday, February 19, 2024.

A person may request a public hearing be held on the proposed modification. The request for a public hearing shall be in writing and set forth the basis for the request. The written request must be submitted to Dr. Josephine Boac, KDHE, BOA, 1000 SW Jackson, Suite 310, Topeka, KS 66612-1366, no later than 12:00 p.m. Monday, February 19, 2024, in order for the Secretary of Health and Environment to consider the request.
