Secretary of State's Office Completes Major Technology Modernization

TOPEKA – Kansas Secretary of State Scott Schwab today announced the successful completion of a major technology modernization effort: the full replacement of the agency’s decades-old AS/400 computer system.

Originally developed by IBM and released in 1988, the AS/400 system, followed by IBM Power System and IBM i, served as the backbone of the Secretary of State’s operations for more than 30 years through multiple upgrades along the way. While reliable in its time, the aging infrastructure increasingly struggled to meet the demands of today’s fast-paced, digital-first environment.

“This updated platform gives Kansans a more efficient way to connect with state services,” said Secretary Schwab.

The new system brings improved speed, enhanced data security, and a significantly more user-friendly interface. These upgrades will be especially beneficial to Kansas business owners and those who regularly file documents online. The new system was developed internally with existing resources—no tax dollars were used.

Secretary Schwab also emphasized the importance of government efficiency in today’s environment: “Agencies must be accountable for improving efficiency. Budget limitations should not be used as an excuse, we demonstrated that by implementing meaningful reforms without any taxpayer dollars.”
