TOPEKA – Kansas Secretary of State Scott Schwab announced the addition of two new executive staff on Wednesday. Mr. Clay Barker will serve as General Counsel and Ms. Whitney Tempel will serve as Director of Communications and Policy.

“Mr. Barker’s diverse experience and extensive understanding of Kansas law make him a very valuable asset to our office and the state. Ms. Tempel brings a robust background in policy and strategic communications, and her unparalleled professionalism will be key to representing the office. We are honored to have them both a part of our team,” said Schwab.

Barker previously served as Deputy General Counsel in the Secretary of State’s office before assuming the role of General Counsel. Barker has over 25 years of legal experience and is a graduate of the University of Kansas Law School and the United States Military Academy at West Point. The General Counsel position was previously held by Garrett Roe who left for a position with a private firm.

Tempel previously served as District Representative for Congressman Jake LaTurner before taking the position as Director of Communications and Policy in the Secretary of State’s office. Tempel holds a Master of Science in Education and a Bachelor of Science in Organizational Leadership from Fort Hays State University. The Communications and Policy position was previously held by Katie Koupal who left for a position in the private sector.
