Information Technology Policy 1210 – State of Kansas Web Accessibility Requirements
1.0 TITLE: State of Kansas Web Accessibility Requirements
1.1 EFFECTIVE DATE: October 26, 2000
1.2 TYPE OF ACTION: New.
2.0 PURPOSE: To establish the State of Kansas position regarding accessibility requirements for public and inter/intra-agency access to Web-based information available from Web sites of Kansas State government agencies and organizations.
3.0 ORGANIZATIONS AFFECTED: All branches, divisions, departments, and agencies of state government.

5.2 Internet: The global network of computers based on the Transmission Control Protocol/Internet Protocol (TCP/IP).
5.3 World Wide Web: A subset of the Internet - a collection of interlinked documents that work together using a specific Internet protocol called Hypertext Transfer Protocol (HTTP)
5.4 Intranet: An internet belonging to an organization, accessible only by the organization's members, employees, or others with authorization.
5.5 Extranet: An intranet that is partially accessible to authorized user outside the formal boundaries of the organization.
5.6 World Wide Web Consortium (W3C): An international consortium of private and public organizations whose purpose is to develop vendor-neutral open standards for the World Wide Web.

6.1 All Web-based information and services provided on Inter/Intra/Extranet sites by Kansas State government organizations shall be designed to be accessible pursuant to federal and state law.
7.1 Web standards for accessibility are in various stages of development across the international Web community. These standards continue to evolve at a pace that mirrors the rapid rate of change in the Internet itself. In response, the State has developed the State of Kansas Web Content Accessibility Guidelines , available on the Internet at http://da.state.ks.us/itec/WASPriorities011303.htm and http://da.state.ks.us/itec/WASGuidance102600.htm.
7.2 Individuals responsible for creation and maintenance of materials and services intended for delivery on State Web sites should consult the State of Kansas Web Content Accessibility Guidelines Implementation Guidance and Guidelines by Priority documents. These documents provide general guidance, a timeline for initial implementation, and a list of specific guidelines for compliance.
7.3 Some Web sites, such as the Center for Applied Special Technology’s Bobby site, located at http://www.cast.org/bobby/, may be of help in testing pages and services. However, they do not provide a strict nor foolproof assessment of compliance with either the State of Kansas nor W3C guidelines. The results of this service should also not be interpreted as conclusive evidence of the accessibility of a given Web page or site.
7.4 In light of the rapid growth and changes in this technology, State standards in this area will be revised to accommodate changes in the technology, as will supporting reference sources such as the W3C guidelines. Users should monitor the State of Kansas guidelines for changes to insure compliance of all information and services with the latest version, and to stay abreast of State and federal laws that may supersede or extend them. For additional reference, the most recent version of the World Wide Web Consortium's (W3C) Web Content Accessibility Guidelines are available at http://www.w3.org/TR/WAI-WEBCONTENT/.

8.1 Heads of agencies, boards and commissions, will establish procedures for their organization's compliance with the requirements of this policy.
8.2 The Kansas Information Technology Office is responsible for the maintenance of this policy.
8.3 The Information Technology Advisory Board (ITAB) will undertake a review of this policy annually, at a minimum, to insure both its currency and compliance with emerging regulations and standards.
