The Help America Vote Act of 2002 (HAVA) requires each state to develop a
state plan
describing how it will implement HAVA. The plan was developed with assistance
from the Kansas Election Reform Advisory Group and must be filed annually with the Election Assistance Commission (EAC).
Comments from the public were accepted from July 13 to August 12, 2004.
