up-to-date on election reform issues at the national and local level. Secretary
Thornburgh has dedicated himself to ensuring that all citizens have equal access
to democracy through voting.
Secretary Thornburgh was a leader in the nationwide election reform movement that
resulted in a new federal law, the Help America Vote Act of 2002 (HAVA). He now has the
responsibility of implementing a multitude of federal mandates on state and local levels
through the 2006 election cycle. Planning for implementation is underway
with the goal of making Kansas' electoral process even better than it is today.
