Deputy Assistant Secretary of State, Legal Counsel

 

The Kansas Secretary of State’s office is hiring a Deputy Assistant Secretary of State, Legal Counsel.  This position will provide legal counsel to the Secretary of State, Assistant Secretary of State, and all division heads and departments.  The position will serve on the agency’s leadership staff and supervise 1-2 law clerks.  Other duties include: draft legislative bills and present testimony to legislative committees, draft and review administrative rules and regulations affecting the agency, and negotiate, draft and review agency contracts. 

 

Work Examples

Duties of the Deputy Assistant Secretary of State, Legal Counsel include:

  • Advise the Secretary of State, Assistant Secretary of State, division heads and departments on all legal matters
  • Serve as a member of the SOS leadership team
  • Respond to written and verbal inquiries
  • Prepare and/or review administrative rules and regulations affecting the agency
  • Draft/monitor legislation and present testimony before legislative committees
  • Represent the agency on various boards and committees
  • Prepare legal opinions
  • Supervise staff of 1-2 law clerks

 

Job Requirements

·        Graduation from an accredited law school

·        License to practice law in the State of Kansas

·        At least 3 years experience in public or private practice

·        Knowledge of state legislative process

·        Exceptional communication skills

·        Willingness and ability to serve as part of a leadership team

 

Preferred Skills

·        Experience in public service

·        Trial experience at state government level




Salary Range

The salary range for this position is $60,000 - $67,000 per year.

A starting salary within this range will be commensurate with experience.

Application Process

An interview team from the Secretary of State’s office will review all applications received by the application deadline.  The interview team will select a group from the pool of applicants and conduct a first round of interviews.  These interviews will be panel-style, and performance-based questions may be used.  Following the first round of interviews, the interview team will select the top candidates.  These candidates will be invited to a second interview with the Secretary of State and to participate in a short meet and greet session with our leadership team.
