Position (1):

IT Applications Programmer / Analyst

Type of Position:

Full Time – Exempt

Office Hours:

8:00 am – 5:00 pm; Mon. – Fri.



         Responsible for developing and modifying data processing systems and preparing detailed specifications from which programs can be written.  Design, code, test and debug applications programs.  Maintain and document applications programs.  Analyze user needs and develop or customize software solutions with the aim of optimizing operational efficiency.  Implement all phases of the systems development life cycle.  Provide web site design, development and programming.


Work Examples

Ø      Design, develop, implement, and maintain database web-based applications.

Ø      Update and maintain the content on the Secretary of State’s web sites (intranet and internet) to ensure that timely updates are performed and all Kansas accessibility requirements are included.

Ø      Interface with vendors, customers, and users to ensure that the final IT products meet the needs of the Secretary of State’s office.


Job Requirements

Ø      Relevant computer science coursework or technical certifications and two years programming/analyst experience.  Additional education may be substituted for experience as determined relevant by the agency.


Special Requirements

Ø      Employees of the Kansas Secretary of State’s Information Technology department are expected to be of good character and have consistently demonstrated personal integrity.  As a condition of employment, a criminal history record check will be conducted either pre-employment or before the conclusion of 120-day probationary period.  Employment is contingent upon a satisfactory review of criminal history records.


Preferred Skills

Ø      Experience in web application design, coding, testing and implementation with expertise in ASP, .NET, HTML, and SQL.

Ø      Experience with one or more of the following: C#, VB, XML, Dreamweaver, Javascript, PHP, and W3C accessibility.


Salary Range & FLSA Classification

         This is an exempt position with a starting salary of $19.25/hr ($40,040/yr).


Work Environment

The Kansas Secretary of State’s office is responsible for administering numerous constitutional and statutory duties.  All employees of the Secretary of State’s office are considered unclassified or “at will” employees. Employees who serve in unclassified positions serve at the pleasure of the official who appointed them.  These positions do not have the protection of the civil service system.
