Position (1):

Information Technology Project Manager / Analyst

Type of Position:

Full Time – Exempt

Office Hours:

8:00 am – 5:00 pm; Mon. – Fri.



         Responsible for planning and ensuring that projects are successfully completed on time and within budget.  Work involves assessing the project characteristics, determining how to ensure the information technology project management methodology is followed, identifying the project management processes required, defining the problem, conducting a needs analysis and developing an initial concept around potential solutions.  Responsibility also includes clearly defining milestones, deliverables, requirements, constraints, and project success criteria.  Risk management, quality assurance, and change and configuration management activities are included as project management processes.  This position will analyze complex problems, interpret operational needs, and develop integrated and creative solutions.  Analytical thought and communication skills are a requirement at this level.  This position may supervise other staff on a project basis. 


Work Examples

Ø      Provide support for the project plan and budget by tailoring methodology to reflect project needs 

Ø      Assist agency in the development of project plans, budget requests, and project management procedures

Ø      Evaluate and provide oversight of project plans for compliance with architecture, standards, methodologies, polices and guidelines

Ø      Consult with agency business and IT managers regarding plans and progress of projects  

Ø      Coordinate and provide reporting on projects greater than $250,000.00 

Ø      Manage IT project plans and coordinate the work of project staff assigned to projects 

Ø      May make or participate in recommendations for equipment acquisitions by identifying both the budgetary and technological impact on agency programs

Ø      May represent the project at conferences and meetings with personnel and system users

Ø      Track project progress against established timeline and budget 

Ø      Identify and report on project deficiencies including performing risk assessments 

Ø      May provide IT project management support for testing prior to project implementation

Ø      Give project related briefings as requested

Ø      Meet with users and subject matter experts to analyze business processes and systems

Ø      Define and communicate specifications to technical staff


Job Requirements

Ø      Bachelor’s degree and three years experience with IT related project management or

Ø      Five years experience with IT related project management

Ø      Excellent communication skills



Special Requirements

Ø      Kansas Bureau of Investigations Level 1 Security Clearance within 120 days of appointment

Ø      Kansas IT Project Management Methodology certification required within 120 days of appointment


Salary Range

         The starting salary for this position is $50,336/yr.


Work Environment

The Kansas Secretary of State’s office is responsible for numerous constitutional and statutory duties.  This is on-going project management oversight and analysis work for various approved IT projects.  Work activities are influenced by Kansas information technology project management methodologies, Information Technology Executive Council policies and procedures, agency strategic plans and goals, and the annual agency IT management and budget plan.
